interchannel reply

currently you can only use the reply function on a message in the same channel 
what would be practical is a way to reply to a message in another channel 
for example:
being able to reply to a message in #announcement in #general since usually one cannot type in the first without perms
or for my case since i cant use text in art channels it would be useful if i could reply to a post in #art-general that way people know what you are talking about
