A way for admins (or people with a specific perm) to mark any message as spoiler

It could say something on the side like (marked as spoiler by admin) or something, just like how when you edit a message it says (edited)

 

(btw I sent this in the requests thing also and I'm not sure if it's the same thing so I'm just sending it again here)
