Add the ability to vote kick members/ Transfer the ownership of deleted accounts.

I want the ability to transfer ownership in group chats by doing a group vote. My friend's account was deleted and he can't it back. But his old account was the owner of our GC, and we would like to make him the owner of the group chat again. If you guys could make this possible, it would make a group of buddies happy.
