Public Stage channel avalible for one server, but not for another.

I've tried out a new rolled feature, in which stage channels can be public; however, on this other server I own that has community enabled, it doesn't give me the option to choose for it to be public or private. Couls someone please give me a tutorial on how to access the server discovery feature for STAGE CHANNEL EVENT CREATORS? Thanks in advance.
