The option to change resolution and FPS of other peoples streams

What this would do is let you change the resolution and FPS that another person's stream is being played at. This wouldn't change the stream for others, but only for you. This could be used to reduce how much data the stream is using.

For example, this could help when playing a game with another person and they're streaming their screen. You can turn their resolution up but their FPS lower.
