Suggestion - Add role based slowmode

This would be great to have to set slowmode for different roles as well as making some roles not have slowmode at all without having to give other permissions.

    ^This! I need my mods to post morre frequently in slow-based-channels, or respectively tell of some users by making them slow specifically.
