Make server banner behaviour equivalent to the desktop behaviour

On both platforms the Server banner disappears when scrolling down,

but on mobile the Server banner always appears when slightly scrolling up, which requires even more scrolling so you can reach the top channels.

in comparison on desktop the banner only reappears when scrolling to the top of the channel list, which I prefer.
