How about allowing people who got gifted nitro to change profile banner but is only limited to PNG/JPG, as for GIF isn't available to them OR just allow gifted nitro users to change it whatever to their liking may it be PNG/JPG or GIF.

    I think is because that feature is for Discord Nitro and not Nitro Classic.

    I think regardless of being gifted nitro, you can change the banner.
