Setting to limit number of notifications in time period

I've got a number of disabilities that are related to attention and sensory input management. 

I'm also a member of several servers where there are channels that I want to be notified that a discussion is happening, but I do not want to be notified about EVERY. SINGLE. MESSAGE. 

I would like a notification setting (discord-wide, server-wide, section-wide, and channel-wide) that works like "Only notify of new messages every X seconds/minutes": this way I can be notified that friends are talking, but I'm not constantly subject to a barrage of notifications. 

This could be a sub-field of "All messages": Ideally any specific @ mentions would break through.


_Please_ consider this an accessibility issue rather than a simple feature request: those of us with mental disabilities find the current system overwhelming.
