Make targeted messages

Hey!
I was talking with a friend in a voice channel, and we thought, how cool could it be to have targeted messages? Let me explain. I mean that targeted messages are a way of making a message only visible to a specific role. Of course, guild moderators would still see the message but people that don't have the role mentioned by the author wouldn't see it.
It could be great in complex situations such as needing to tell moderators something on the server without having to DM anyone or open a ticket. It could be also useful for community administrators, allowing them to make specific-role announcements!
