Allow screen sharing in VC you can not connect to

Currently if a user is not able to connect to a voice channel but gets moved into that voice channel, the user is unable to screen share even if they have the “Video” permission. Change it so if a user has the “Video” permission and gets moved into a channel they can not connect to, they are able to screen share.
