New Notification Feature

The feature preventing servers from sending push notifications at a certain size is good, but some people want to be able to see what's going on in certain channels without having to check all the time, like if you're in a server that helps people with things, it may be important to know when someone needs help. I propose a feature that allows us to bypass the rule in a maximum of around 5 channels per user, meaning that this rule is global for Amy servers this person is in and can only have 5 channels bypassing the rule, rather than 5 in one server then 5 in another, just to make it easier on Discords Servers this makes the channel send through push notifications but doesn't need to mention the user, they get every message. I feel it would help a lot of Server Moderators who want to be able to help more efficiently.
