Permission: Read message history since joining

I've seen variations of this but I think this one will be easy to implement and provide most of what people want from other suggestions.,

We need a permission to only allow someone to see message history since they joined the server.

That gives some control so that when a use joins they cant see any existing chat history, ie.they cant scroll back. However  after their join date chat history will be available as normal.
