Allow users to suppress receiving reply pings

I've met plenty of people that don't want to be pinged. Unfortunately, the reply function automatically pings a user by default.

It's great that you can turn that off, but the onus is on the person replying, not the one receiving the ping.

It is possible to control other aspects of server pings - you can disable @everyone and @role mentions. It should also be possible to turn off reply pings for oneself.
