Improvement: add review and confirmation before sending voice message

Problem Summary:  

As a discord user I want to have sageguards in place to prevent the accidental send of a voice memo, and the chance to review voice memos before hitting send. 

Issue details:

On multiple occasions I have opened the mobile app to discover that I’ve accidentally sent a voice message while my phone was in my pocket. Having users confirm that the message is ready to send would prevent (or reduce the chances of) this occurring. 

Additionally, the times that I have intentionally wanted to send a voicemail, there is no review process before the audio goes live. As soon as the app registers that you are no longer holding down record- it sends. Even if I stumble over my words and want to start from the beginning, I don’t currently have that option. 


Expected Outcome: 

Allow users the opportunity to listen back to a voice recording, and require confirmation from the user before sending it to a channel.
