Polls Creation its Own Permission

I also wouldn't mind if polls created its own thread underneath it, so the discussion is isolated, but the poll itself should have its own permission and not be lost in a sea of messages.

I posted my concerns on GitHub: https://github.com/discord/discord-api-docs/pull/6746#issuecomment-2043302477

I'll also share them here as well because this is absolutely needed.

    We have permissions for:
    - Sending messages
    - Embedding links
    - Attaching files
    - Using external emoji
    - Using external stickers
    - Sending voice messages

If we have permissions for all of these individually, then why is polls and the creation of polls the exception?

There's real concerns with this as some communities may start to fill up with users just spamming polls and there's already been some videos posted about polls being misused to fill up screen space even more (specifically mobile) because there's naturally more screen space used for the UI elements.

Please, I beg of you, pull this back and add a permission.
