TTS for Text Chat in Voice Channels should only be heard by users with TTS on, and in the voice channel

When hovering over a voice channel, there is an option to message in a text chat that is specifically associated with a specific text channel. When unable to speak I use these channels to chat with my friends while in a voice channel. I will use the TTS (text-to-speech) command so that they don't have to read every message I type. However, people have informed me that even though they are not in the voice channel they will hear these TTS messages.

If you are not in the same voice channel as someone who has sent a TTS message in that voice channel's associated text chat, you should not be able to hear TTS messages if the client and server allow TTS messages to be heard.
