Conditional role pinging

@<role1 & role2> would only ping people who have both role1 AND role2.

@<role1 & !role2>: only ping people with role1 AND NOT role2.

You get the gist. Besides the simple & and ! logic operators, I would also add xor (exclusive or). The OR operator can already be achieved by simply separating the inputs into separate pings.
