Make Custom Role Icons available without boosting a server

I think it would be a nice idea to make Custom Role Icons available without boosting a server. I think this because most of the time, people don't have £20 in their bank account. This is really expensive for just 7 boosts. Keep in mind, some people do want to have Custom Role Icons as it looks nice and represents the server, but they just don't have the money.
