Allow only admins/moderators to mention certain roles

I wish to be able to @mention certain roles, but don't want lower roles to @mention for no reason!1 -
I'd really like this. A lot of servers I'm in have opt-in roles that rely on you selecting to have that role to be pinged for certain things.
For example, if you want a role for writing prompts or for something similar, you use a bot and get the role so that you can get pinged for it. The issue is that it allows raiders to come in and ping all of the people with those roles, and some people can even do it accidentally.
This issue gets worse when I see servers with basic and automatic roles automatically granted to everyone, which is something that I see a lot of the time. I really hope that this one day gets worked on by the development team.

Lack of a simple "Can ping roles" permission is an ongoing frustration for both servers I administrate and ones I don't. We have moderator roles that need to be able to ping, but don't have permissions to modify roles to turn the ping permission on and off for just themselves, so we either leave it on and people abuse it or we leave it off and our moderators can't do their jobs. Please fix this.

I'd love to see this implemented but surrounding webhooks I still question the functionality. Personally I'd like to see webhooks override this permission meaning if a role is mentionable at all, a webhook can ping it. (Since we wouldn't be able to allow a specific webhook to ping a role)
The reason for this is that I'm trying to configure an opt-in role for pings in a server with 38 thousand users and the only current workaround to this without needing a bot for toggling mentionable, is to @everyone in a private channel which is an uncomfortable solution.

I seriously don't understand why we don't have this yet. At the very least, allow administrators or even the server owner to be able to mention any role. It's curious how seemingly more difficult features were implemented but something that seems so simple in comparison (and way more neccesary) still isn't.

I just ran into this on my tiny little server (35 people). I have a role that I (as server administrator) occasionally want to be able to ping but there is no reason whatsoever for anyone else (except POSSIBLY other admin) to be able to ping. So, I did a quick Google to see how to set that up. I was astonished to find out that it is not possible. While this is unlikely to be abused on my server, it has so much room for abuse (on larger servers) that it's a bit scary.
