    There is no such thing as ‘the task bar’ on Linux. Sure, most desktop environments have something that can be called a task bar, but some have multiple, some have none, and some are flexible on the subject. That is, of course, assuming you even have a desktop environment, which not everyone does, either. Anyway, ‘flashing the task bar’ is not something I have seen before, so it’s likely it’s a feature that only the desktop environment you use has.

    It's a feature that's been on Windows since the XP days at least. Most desktops have some way to visually call the user's attention, usually by flashing the icon or taskbar window. Flashing, blinking, coloring, it gets called a lot of things.
