Pseudo role mention (without notification)

Ability to mention a role without notifying for server admins. We could describe every role in server info channel with better visual effect.

Now to do something similar you need to:
1. write random message.
2. write actual message ready to copy&paste
3. allow every role to be mentioned that you want to describe
4. edit random message on info channel and paste actual info message
5. turn off every role mentioning that you just turned on

That's really cumbersome...
