What is Pokecord and how can I start?

I've seen a few users communicating with a bot called Pokecord. It seems to be something to do with Pokémon. Apart from that, I know nothing. How do I start? It seems like fun. Apparently there are also commands of some kind that have to be keyed in in order to interact with it? I only put this in the other section because I don't know where else to put it.
