add security questions if someone forget password or someone need to login account for unknown location

  2auth is forced on a user after someone who has never needed to reaccess their account in YEARS locks themselves out of an account because theres no other option but phone number verification. If a user tries to link the same phone number to more than one account, they are locked out without warning. they are forced into accessing another phone number to unlock. In a time when anyone can make another account by creating an email vs having a second phone number, its basically a discriminatory act against people who dont have money to drop on a second phone. it isnt security, its obstructionism. discord needs to create a better way to privately identify account users that doesnt penalize them with indefinite lock out. security questions is an easy way.
