Replace Windows Notifs with a custom Toast System

The default Windows 10 toast notif system is awful. I think discord should have its own. The default ones are laggy and sometimes unresponsive.

  Funny enough, Discord technically does have one. If you install it on a Win7 virtual machine, you'll see custom notifications in the corner. I tested it myself a long time ago, and I'll send screenshots if anyone wants. However, this is completely taken away on Win10. I even looked through the registry for a value to change it, but nothing that I could see sadly.

  Run it in compatibility mode for Win 7 or such.
