Allowing Locale for Bot Access

My request is that we remove the OAuth requirement for the locale key from the GET /users/{userid} pathway in the API (since to my understanding bots can't request OAuth from users)

This would be useful so that bot creators can translate responses and messages the bot would send based on an individual users preferred language.

I'm sure this could be handled where server owners would just choose a preferred language for the bot (what I currently use), but this would become an issue on larger servers such as gaming communities where they have users from all over the world, with a few speaking a different preferred language.

I hope that other developers agree with me and that we can get this request approved.

Edit: As for security, I'm not entirely sure that this would be an issue.. I might be wrong but of what use would it be knowing a users preferred language other than for translations?
