Channel Permission Hierachy

Allow higher roles to override permissions given from lower roles on a channel level. Currently, if a user has a permission from any role in the channel, you automatically get that permission regardless if there is a higher channel override denying that permission.

With the follow channel-specific perms:
@ everyone - (Lowest Perm) - Read and Send Message permissions denied
OG - (Middle Perm) - Read and Send Message permissions allowed
Muted - (Highest Perm) - Read and Send Message permissions denied

The current way allows anyone with the role "OG" to read and send messages in the channel, regardless if they have the "Muted" role or not.

The new way allows the "Muted" role to override the permissions and prevent people from reading and sending messages in the channel, even if they have the "OG" role.
