Ability to embed video/audio on channels

As a discord user, I need the ability to send short video or audio messages to my partners in crime in a channel / private message so I don't have to type.

Acceptance Criteria:
- user is able to record and post video using the front or rear facing camera on a mobile device and that video posts to the appropriate "location" in discord" and has parity with the device. Additionally this feature would be possible on any device that supports discord AND has a usable camera.

- user is able to record and post audio on a device (mobile, PC, laptop, tablet..) and that audio posts to the appropriate "location" in discord" and has parity with the device.

- user is able to select the location (meaning the can choose the server or private message) to post the video/audio in

- owners / moderators of servers can select if this feature is "on" or "off" on their server

The use case behind this:
I currently use Telegram with a few friends which is a great mobile app but the desktop app is garbage. Candidly I have more contacts/usage of Discord compared to Telegram. That said, Telegram does have the ability to record audio/video messages which is a great feature and not having it in Discord prevents us from moving off Telegram 100%

I could see the use of this also, there are times when I would like to leave a quick message for someone but don't have the time to type out the message or use voice recognition, especially if it has special symbols or strange words.
I would only need audio messages, but I can see the use of having video also.

If it wasn't explicitly asked for, the recording should be done in the Discord app for smooth creation and posting, similar to the way an iPhone can record and send a voice memo via text message.
