broken Gifs if NeuQuant or Octree Encoder is used

if you create an gif with for example ScreenToGif and export it with the NeuQuant or Octree Encoder it will be buggy in Discord but not in Chrome, Firefox or Windows photos app. Here is an example files: https://cdn.discordapp.com/attachments/428606931700023299/541273551244623872/Profile_Bug.gif
