Giving "Manage Roles" To @ everyone Won't Work

I don't know if this is a bug or not or already submitted or not. If this should be reported, report this... When you give "Manage Roles" To @ everyone Perms, they can make roles but not edit them and that is all they can do. I haven't test this thing again after I did it once, so I don't know if it is fixed or not, but I'm thinking it isn't fixed

    you should make a role, give it to everyone and enable the perms you want since the everyone role is below all the other role and thus cant make changes
