Fallback text for disabled embeds

Embeds can be disabled through permissions and user preferences. For this reason, it is recommended to include text-only fallbacks. This is ugly for users who enable embeds, because they see both the text-only fallback and the embed.

It would be nice to have a text-only fallback field to be shown if and only if the associated embed is disabled.

  It also would be great to use those fallback strings for embed notifications which currently only use the first field.
