Update Loop

This started to happen right after a power outage when my pc was running and obviously shut off because of no power. I then went to get on it the next day both steam and discord wouldn't update properly or even connect to the internet at all. My browser and other internet driven apps are working fine but discord and steam are not, and it seems like I've tried every thing known to man and it still doesn't work
