Chat Colors access on roles

Allow servers to add 4 new permissions.

1. Allow usage of Pre set colors for the rank to switch text into
2. Allow usage of any color for the rank to convert text into

3.Allow this role to give a rank pre set colors
4.Allow this role to give a rank the freedom to choose any color

When right clicking a selected text you would then be able to switch its color.

When you have permission 1 you can right click a selected text and change its color to the colors you have access to. These colors can be set by server roles with permission 3.

Example:

Colors were pre selected by higher ranks with permission 3 and given to the role I'm in. I can now only choose default text (white) and the 3 colors

When you have permission 2 you can right click a selected text and change its color to any color you want. A color spectrum will appear.

Example:

Permission 2 was given to my role and I can now change my text to any color I want to.

Im aware that there's already an option to sort of write in color but that seems not well put together and lacks of options.

These permissions could of course also be denied in certain text channels of the server with denying the permission there.
