'Grant Talk Power' in Voice Channels

So, due to the fact that many people use Discord as meetings, I think it would be easier if there was a way to give talk power to roles that are not given permission to speak in the channel.

 

Server Administrators should be able to set people's talk power, kind of like Teamspeak
