Allow @online, @idle, @offline, possibly @donotdisturb

General usecases:

want to @everyone but not wake the sleeping pitchfork crowd that is 1500 offline people?
Don't want to write out every single name as individual @s?
use @online!

@idle is really online provided because people will probably want it for some niche situation, and giving the complete four options is probably a good idea.

It's worth noting that @offline doesn't really make a whole lot of sense to use at first glance. However, take the situation of a group meeting server for like classes - you might want to use @offline to get the people who aren't online to get on to Discord, while not bothering those who are already in the server. It's niche, but there are uses for something like it. It wouldn't fit well into a general public server, though.

Add four new checks:

@online, @idle, @donotdisturb, @offline.
