Tab complete shouldn't be affected by the cursor unless you move it
When suggestions are offered (such as when you begin typing an emoji) and you press tab, you typically expect the top of the list to be what it completes to, however if your mouse was resting just above the input it's likely there is an option that is hovered over, and that is what is completed to instead.
Maybe it's only me but I'd prefer if the cursor doesn't affect something keyboard-based such as tab completion. At the very least, don't factor in the mouse unless I move it afterwards. I don't want to have to be mindful of what dialogue pops up under my mouse when I'm only using my keyboard.
If you hover an item and then arrow key up or down from it, then your cursor no longer affects the selection until you move it. It'd be more consistent with this behavior then if the mouse doesn't select something automatically when a list pops up underneath it until the mouse is moved.
