Disable the Mute/Deafen hotkeys when not in a Voice channel

The Mute/Deafen hotkeys are active even when the user is not in a voice channel. This allows them to Mute or Deafen themselves prior to joining a voice channel, but is often activated unintentionally when Discord is left running in the background. The more intuitive design would be only to toggle Mute or Deafen by keybind when either (a) the user is in a voice channel or (b) the Discord application has focus.

The current workaround is not to leave Discord running in the background.
