Ability to setup a custom in-chat Clyde styled welcome message for new users.

Similar to the message you get when using /nick, it would be nice if you could setup a message that new users will see in chat when first joining. Something along the lines of "Make sure to check out <#268811439588900865>" etc...

  I agree. It would be really useful to have a message that pops up the first time a user tries to chat in a channel (similar to the rules popup on twitch) so we could inform them about channel specific rules without having to sacrifice the channel topic or rely on them checking the pins.
