Mention Roles instead of Mention Everyone

I would suggest that we change one of the permissions, "Mention @everyone" to "Mention Roles" and we can customize per role what certain people are allowed to mention. For example, I am in a gaming organization, and our discord has roles for fans, grinders, members, leads, and owners, and it would be nice to allow leads and owners to be mentioned, but only by members of the team instead of fans and grinders also being allowed to mention those certain roles. I feel like this would help with organization of a server, and would help with many Org Discord servers or with Streamers. A streamer could have a server in which he or she is able to mention certain roles that no one else can. @everyone @here would be included in the expandable settings for the mention roles permission
