Add voiceover prompts for slow mode enabled channels

blind users use voiceover to navigate discord on iOS/Mac. When a channel is opened, there is no indication that the channel is in slow mode and the location you have to tap to trigger voiceover of the slow mode element is typically an empty space that would never be tapped. This can make slow mode channels confusing and very difficult for blind users to interact with if they do not already know the channel is in slow mode/know what slow mode is. A system pop up with options like “okay” “dont show again for this channel” or “never show again” would make the app more accessible without creating much inconvenience for users who can see the slow mode timer.

  This would also be good for more than just the visually impaired users because there are a number of people with other problems that can benefit from this
