Linux HW Video Acceleration(VA-API Intel/AMD, NVENC/DEC)

Is it possible to further the hardware acceleration on Linux?
Snap and Flatpak should make it easier on the variety of libs out there.

My Linux Laptop for example is the AMD A8-7410. It can handle some encode/decode software-based, but I know for a fact the hardware acceleration is much better.
