Allow for customizable "Welcome to the Server" text

Some of you may have noticed that the default general channel at the top has some information about Discord. For beginners, it's pretty good, however for people who have used Discord for a long while, all of that is pretty straight forward. And also, I don't get why it's in servers and not somewhere else, unless it's your first server you made in <2 weeks without being in any other server. Considering that and how useless it is for people, it'd be nice if we can make use of it, by being able to customize it, and put stuff related to our community/server.
