Add a toggle to allow "PTT" noise for voice activation

Add a toggle to have a noise/sound cue happen on voice activation and deactivation separately similar to the PTT Activate/Deactivate. This may be useful for people trying to figure whether they are transmitting when they don't intend to overall and for people trying to set up a proper voice activation threshold for new setups.

Note: This is for the "Voice Activity" Input Mode, not "Push to Talk".
