Server-side Rich Presence

Have it be possible for a user to grant access to Rich Presence with oAuth. The website doesn't get any user info at all, only the permission to set a Rich Presence. This way, browser-based games (think .io games) can use Rich Presence, as can users that don't want to have the Discord client installed. Bots can also use it to enhance their statuses.
