Replace some of Discord's Short URL links for reporting.

When it comes to reporting users, I want to be able to provide a quick link to a user. I would provide them the short link for Discord to open it, but the short code for opening a form for reporting a user is dis.gd/request rather than something like dis.gd/report which is a little confusing and forgetful personally.

Instead ./report sends you to information on How to report a user, which which can also be opened by using the short URL ./howtoreport.

I ask that Discord changes the short URL of dis.gd/report to go to the form instead of how to report a user, as I feel this makes a lot more sense than to take them to how to report page.

    Also, Discord should keep the ./request as the T&S form so users don't get surprised when it magically vanishes.
