Allow notifications (pings) from specific channels regardless of server-wide setting

It would be helpful to allow users to set specific notification settings per-channel instead of only a server-wide setting. This would allow people to be pinged whenever someone begins streaming but not when someone posts in general chat, but while also not needing to mute channels they may otherwise interact with.
