Mark a channel as a "public messages" chat and make it possible for a role to edit a message

So the idea is that currently if you have a FAQ / Rules channel or something similar that has a set message inside that rarely changes, it's not possible to edit that except for the author and that can make it hard to change if you need something urgently. So I propose something similar to the switch to mark a channel for NSFW content, except to mark a channel for public messages and add the possibility of certain roles to manage those messages.

    You can solve this with bots but yeah, would be nice to have a similar function like this by default.
