A server isn't verified or partner and they have an announcement channel. Is it an bug?

    Not a bug. The developer license (for applications, https://discord.com/developers/applications/:id/developer-license, $25 one time purchase, though Discord recommended against getting this for news channels) has existed for a while, and gives access to news and store channels. Community now exists, which any server can get for news channels for free, without any added nonsense.

    Discord now allows server admins to enable community on the server which provides features like welcome screen and announcement channels.
