Embed GIF load inconsistency

Just a small error that you guys made, that I only just found out.

I like how the feature is that gifs only load when they're within the screen, as it restarts the animation every time you hover over it, which gives it that interactive feel.

1, 2, and 3 work are fine:

1. Android S9 restarts the gifs working without embed format. 
2. Android S9 restarts the gifs working with embed format.
3. Windows 10 restarts the gifs working with embed format.

However, I found an inconsistency.

• Windows 10 DOESN'T restart the gif without the embed format.

Note: By embed format, I mean the format that bots send in those dark boxes, with a colored line on the left side (JSON format). If you try to scroll past the GIF on windows with or without embed, you'll see what I mean.

I don't know about other platforms, like iOS, MacOS, or Linux.
