Permission to disable ping individual users

We have permissions to disable @everyone, @here, and individual roles, but not individual users. While users can disable notifications for pings, allowing some users in a server to ping people while disallowing others would be a great option to have. For example, you could allow mods to ping the server owner while disallowing general users from doing so.

  Although I agree letting users disable individual pings for themselves, the Owner thing can easily be solved by making a special 'Owner' role that only admins can ping.
